Provided post transaction support services to the Office of Asset Enterprise Management (OAEM) for the oversight and monitoring of the VA’s Enhanced Use Leasing program.  The EUL program includes a portfolio of 78 completed projects, for which Emax monitors compliance of lease requirements and assists in developing an annual EUL consideration report.  As a partner to Riley McGuire Partners, LLC a SDVOSB, Emax supports the execution of numerous task orders supporting this effort.

Work with the Department of Navy's public-private venture (PPV) and real estate programs to provide professional knowledge, skills, and experience in residential and commercial real estate development, and large-scale real state portfolio management. Work will be performed in overseas locations (85%), Hawaii (10%), and Puerto Rico (5%).

In response to a Congressionally mandated expansion of APHIS’ International

Services Division due to new phytosanitary contamination threats, animal health threats, and bio-tech

regulations, House Strategies-, serving as a subcontractor to Rumik Consultancy, performed a variety of

administrative, management, and human resources functions to ensure that the personnel structure of

the international organization, from nation to nation, was right-sized and properly configured.

Dates of Service: September 2023 - Present

The Plant Detection and Quarantine Division in Mexico was given the mandate to

align all personnel overseas with norms established by the State Department for salaries and grade

alignment. The House Strategies team performed an audit of all overseas local hire positions, then

provided a recommendation for the organizational design of the Plant Detection employee mission

employees.

Since 1999, Emax has served both as a prime and subcontractor to the Asset Sales Office as the Program

Financial Advisory (PFA). In this role, Emax supports, assists, and advises FHA in administering the asset

sales program through the disposition of single family, multifamily and healthcare notes via competitive transactions offered to private investors, units of local government and non -profits; and direct sales

offered to units of local government and non-profit entities. The PFA contract is currently and 8(a) set-

aside, for which Emax if a subcontractor.

Since 2017, Emax has served as the Mentor to Catalyst Emax Partners, LLC an approved 8(a) joint

venture by SBA for the execution of a data entry and premium review support service contract for the

endorsement of FHA insurance on multifamily loans. In this role, Emax provides operational support

services FHA in administering the multifamily and healthcare insurance program. Using a sophisticated

customer service system, Emax monitors the flow of new endorsements, terminations and refinancings

for numerous FHA insurance programs. Additionally, Emax provides document warehousing services

through the office in Washington, D.C.
