HSG served as Real Estate SME and Project Management Lead under the VA’s Lease Contract Administration contract — overseeing post-acceptance management of 58 active VHA leases representing over 2.5 million square feet of medical and administrative space nationwide. Jelani House directed data integrity operations across five VA systems (eCMS, G-REX, CAI, iFAMS, FMS), validated annual operating cost escalations, and managed legal instruments including Novation Agreements, Estoppel Letters, and Subordination Agreements. HSG also designed and implemented an AI-enabled workflow automation system that standardized documentation templates and cut administrative processing time by more than 30 percent.

HSG provided post-transaction oversight and information-management services for VA’s Enhanced Use Lease (EUL) Program — one of the federal government’s most complex public-private leasing portfolios. HSG executive Cedric Cottrell led the migration of OAEM’s SharePoint environment from 2010 to 2013, implementing automated compliance dashboards, EUL tracking templates, and quality-control workflows. The team ensured lessee compliance with all financial and operational lease terms across all 78 completed EUL projects, supported Annual EUL Consideration Reports, and coordinated with VA IT to satisfy federal cybersecurity access and documentation requirements.

HSG supported HUD’s modernization of the CEMAX premium calculator — the core analytical tool used to determine insurance premium payments and mortgage adjustments within the Office of Multifamily Housing Programs. Jelani House and Cedric Cottrell jointly delivered QC reviews, formula validation, and functionality enhancements that extended the tool’s capacity to handle complex mortgage modification scenarios including interest rate adjustments, term variations, interest-only periods, and partial-month calculations. HSG also reviewed associated Records Management System processes to ensure consistency between data-entry forms, premium schedules, and calculated outputs.

Under HUD’s Program Financial Advisor contract — one of the Department’s most senior financial advisory vehicles — HSG provided ad hoc analyst support to the PFA team across multiple task areas. Work included financial data analysis and modeling for HUD’s insured and non-insured multifamily loan portfolios, market research and asset disposition readiness reviews, document and transaction review for compliance with HUD policy, and portfolio metrics development to assess credit risk and borrower trends. HSG staff contributed directly to summary reporting packages and data validation work used by senior HUD officials to guide portfolio and policy decisions.

In response to a Congressionally mandated expansion of APHIS’s International Services Division, HSG served as the analytical, quality-control, and transition-management lead for a multi-year initiative to standardize USDA’s overseas HR operations. HSG analyzed hundreds of Foreign Service National and U.S. direct-hire positions, mapping them to OPM series, Federal Wage System, and FSNCP grades, then prepared reclassification documentation, coordinated with mission HR offices, and migrated personnel data into GEMS and EmpowHR. The engagement covered four countries and required NSDD-38 compliance review and multi-tier auditing of all staffing actions to satisfy State Department and OPM requirements.

HSG provides ongoing analytical and program-management support to the Department of the Navy’s Public-Private Venture and Real Estate IDIQ contract under Emax Partners. Work spans overseas locations, Hawaii, and CONUS — reviewing project-level financial statements and pro formas for Navy PPV policy compliance, conducting due-diligence reviews for active and prospective real estate transactions, and preparing briefing materials for Navy leadership on portfolio performance and asset utilization trends. The engagement reflects HSG’s capacity to operate across complex multi-jurisdictional federal real estate portfolios.

HSG provided expert witness testimony and litigation support to Clark, Love & Hutson in a landmark biotechnology case representing U.S. farmers against a major agricultural firm for damages arising from the premature commercialization of an unapproved GMO corn product. Maurice House — drawing on his background as a former U.S. Agricultural Minister Counselor and Attaché — served as expert witness on the global GMO regulatory environment, the duty of care owed by biotech firms, and the cascading market impacts of negligent product sequencing. Jelani House prepared technical briefs, evidence summaries, and comparative analyses synthesizing U.S., Chinese, and EU regulatory frameworks with global trade precedents (Starlink, LibertyLink). The case concluded in a settlement of approximately $500 million.

HSG provided analytical and administrative support to USDA’s Animal and Plant Health Inspection Service under its Plant Protection and Quarantine program, helping APHIS manage operational data, program reporting, and compliance monitoring for phytosanitary and biosecurity programs. The engagement complemented HSG’s broader APHIS workforce standardization work, allowing the team to deliver integrated support across both the International Services and domestic Plant Protection divisions. HSG contributed to data review, reporting infrastructure, and analytical deliverables strengthening program accountability across APHIS operations.
